Dr. Mark Angelo is the inaugural Chief Medical Officer of Population Health for Penn Medicine of the University of Pennsylvania Health System. In this role, Dr. Angelo creates and implements strategy for improving population-based outcomes in quality, patient experience, and efficiency for over 500,000 patients in value-based arrangements of all levels.
Dr. Angelo recently joined Penn Medicine from Delaware Valley ACO where he served as the President and CEO. Delaware Valley ACO is a large, successful, payer agnostic, risk-bearing value-based care organization located in the Greater Philadelphia Region. In this role, Dr. Angelo created a novel and durable strategy for value-based care, network management, payer relations, care coordination, and other clinical aspects of value-based care within Jefferson Health and Main Line Health Systems in collaboration with Humana. The DVACO holds successful risk contracts with multiple payers including a Medicare Shared Savings Program population of approximately 76,000 beneficiaries as well as multiple other commercial and Medicare Advantage programs.
Prior to joining DVACO, Dr. Angelo was a physician leader within the Cooper University Health System where he served as the CEO and Founder of the AllCare Health Alliance ACO and Medical Director for Population Health. At Cooper, Dr. Angelo maintained oversight of General Internal Medicine and Family Medicine while leading activities for the network of primary care providers surrounding strategy, growth, operations, and innovative models of care delivery.
Dr. Angelo has extensive experience with advanced alternative payment models such as the Oncology Care Model (OCM), the Comprehensive Primary Care Plus (CPC+) Model, Patient-Centered Medical Home, and the Bundled Payments for Care Improvement initiative. Dr. Angelo led the movement of DVACO to the Enhanced track with a successful focus on provider engagement, clinical care transformation and accurate risk capture across a large network to yield the largest shared savings of any program managed by the DVACO.
A practicing palliative medicine physician, Dr. Angelo was the Founding Head of Palliative Medicine within the MD Anderson Cancer Center at Cooper where he also founded New Jersey’s first ACGME accredited fellowship in Hospice and Palliative Medicine. He has championed patient experience and led providers to make great strides in physician communication in the ambulatory setting. Dr. Angelo is well-published and has delivered talks on population health, palliative medicine, healthcare ethics, and operational excellence. He is a graduate of Temple University School of Medicine where he also attended his residency. He is board certified in palliative medicine and internal medicine and holds a master’s degree in healthcare administration.
And finally, Dr. Angelo lives in New Jersey with his wife and family. He loves to read, is an avid daily fitness enthusiast, and has a black belt in Aikido. He recently authored a book on population health and value-based care titled Caring for Our Communities: A Blueprint for Better Outcomes in Population Health published by Health Administration Press.
